withawheelliftanddolliesorflatbedequipmentwithallthewheelsoff
theground.

Incaseofaroadsideemergencywithadisabledvehicle(withoutaccess
towheeldollies,carhaulingtrailer,orflatbedtransportvehicle)your
vehicle(regardlessoftransmissionpowertrainconfiguration)canbeflat
towed(allwheelsontheground)underthefollowingconditions:
